Mediante la reforma constitucional introducida por la ley N° 20.990, se estableció una nueva institucionalidad sobre gobierno y administración regional que contempla autoridades y procedimientos distintos, para cuya implementación se han dictado las leyes N's 21.073 y 21.074. No obstante, en el organigrama se mantiene la estructura que actualmente opera en esta materia, porque hasta la fecha la nueva preceptiva no tiene plena aplicación.
