Licenciado en Ciencias Jurídicas de la Universidad de Chile, Master of Arts in International Studies, University of Denver, Estados Unidos, y Doctorandus en Ciencia Política, Universiteit Leiden, Holanda.

Con amplia trayectoria en el mundo académico, se ha desempeñado en áreas de investigación con foco en Relaciones Internacionales, Política Exterior comparada, Política exterior de Chile y Derecho internacional.

Hasta su nombramiento, se desempeñó como Director Unidad Académica Relaciones Jurídicas y Económicas Internacionales del Instituto de Estudios Internacionales de la Universidad de Chile.

Fue también embajador de Chile ante Unión Europea, Bélgica y Luxemburgo entre el 2001 y el 2006; Subsecretario de Relaciones Exteriores entre 2006 y 2009; y Agente del Estado de Chile ante La Haya con motivo de la demanda de la que fue objeto el país por parte de Perú. Es Independiente.
