Abogado de la Universidad de Chile, Magíster y Doctor en Derecho por la University of California, Berkeley.

Fue profesor de la Facultad de Derecho de la Universidad de Chile y hasta su nombramiento como ministro de Energía, se desempeñaba como Jefe de la Unidad de Seguimiento de Presidencia del Gobierno del Presidente Gabriel Boric Font. 

Es militante de Convergencia Social.
